I loved the question you raised. What is thought provoking is the change in the design of work and communication with 'Culture' as its main function.

Here are few pointers for you:

Start with a clear goal in mind on why is this group on WhatsApp is formed

Decide who should join and at what point of time.

Identify the criteria way too well.

Find out the rhythm of interaction . This will set your expectations from the group right. Does your employee respond mostly during the first half or during the lunch-break

If this group is merely formed to share important announcement and notifications about your company, please state it right in the beginning.

This will also demand a monitoring on the kind of content shared by your team.

Identify curators for the group who would ensure the content at different point of time. Such as Curators for the weekend or Curators for the first half of the day. This will ensure a continuity and equal distribution of the responsibility.

In case you are forming this group for knowledge sharing, identify moderators. Set the rules for discussion before you announce a topic.

Identify the kind of content that can be shared, such as articles, case studies and so on.

Please make sure that whatsapp is a public domain. Any company owned content such as in-house articles or case studies, shared in the group might run into violation of Code of Conduct.

Determine a clear rule for joining and leaving the group.

Last but not the least please be aware of situations such as sexual harassment on whatsapp. Hence, sensitise before you implement.
