MoEF&CC has notified the "E-Waste (Management) Rules, 2016", in suppression of the earlier "E-Waste (Management & Handling) Rules, 2011" vide No. G.S.R 338 (E) dated 23rd March, 2016.
The "E-Waste (Management) Rules, 2016" shall come into force from 1st October, 2016.
Major highlights of the E-Waste Management Rules, 2016:
- These new rules will now include Compact Fluorescent Lamp (CFL) and other mercury-containing lamps, as well as other such equipment.
- These new rules will bring the producers under Extended Producer Responsibility (EPR) along with targets.
- Producers have been made responsible for the collection of E-waste and for its exchange.
- The bulk consumers must collect the e-waste and hand them over to authorized recyclers.
- The e-waste exchange as an option has been provided.
- The transportation of e-waste shall be carried out as per the manifest system whereby the transporter shall be required to carry a document (3 copies) prepared by the sender as per Form-6.
- A provision of a penalty for the violation of rules has been introduced.
