One simple question needs to be answered. Is the vacancy you need to fill salary bound.?
How can anyone rate a candidate on his past salary and why should it be like this ? You must have a pre-decided budget for the post and you have a deserving candidate .
Simple way is to hire him / her as per your company pay scale.
Suppose a candidate is well deserving and is higher than your expected salary range , Will you not hire him / her? On the other hand hand there is a candidate well deserving but is drawing salary much lower than you are offering, Will you hike him to the salary bar you have set. NO you will not, but you will gibe a slight raise from his current salary and get a pat on your back for having a good candidate at lower cost. Most of HR face this situation.
Why do we judge a candidate from his last salary. Good people are working on lower salaries and bad people on higher. That's irony Accept it..
My suggestion is not to judge this candidate from his last salary, offer him your budgeted salary , if you think he is the right fit. If he accepts , good, else , find another.
Don't waste your time in checking his last salary details. You are already doubting a candidate before joining.
Appointment letter is a commitment from the company towards employee, if your company cannot give it , Leave it, You are not in right place. Don't waste your and other's career. These people will not go too far.

I appreciate and agree with your response. The scenario of checking last salary and fixing the salary has to be changed gradually, as the well deserved candidates may be working with very less package in small organizations due to various reasons. So they need to be given deserved salary according to their interview performance and suitability to the requirement as per the company budgeted salary for that position but not based on their last drawn salary in the previous organization. Because of this, many good candidates in hunt of Good package are forced to create fake salary slips and are getting caught in Back ground verification and spoiling their career.
Hope this scenario will change in future.
