Kindly have a discussion with your Operations head regarding the same as he is an old employee in the organization.
Or you and your Unit Head-OPS can both counsel him regarding the same as in case of emergency we would need the contact no. of the employee to avoid any disconnect.

Under no rule can you force an employee to part with his personal contact no. for official use. Also, if the nature of the business makes it necessary, to be in touch with them constantly, then you need to pay them an mobile allowance or issue them a sim card and a mobile.
Try and terminate him on the reason, that he has not provided his private mobile no and the labour court and the inspectors will have a field day.
Also, the rules set by the company cannot be one sided, you need the employee to call back every time, be bold enough to issue him a mobile or a mobile allowance.
