its practice to fix basic as 40% to 60% on the basis of location and other factors and rest of salary part would be distributed as different allowances as per company policy.
so the important thing is to fix basic + da as such that it reflects and align to minimum wages prevailing in your state/industry for the given period. you should keep this point while you frame CTC.
the only benefits to keep basic more than min wage is more contribution to pf from both employee & employer side.
