Hi Swathy !
Glad to know about your area of study as it is one of the most neglected areas. According to me, I feel that one of the major problems affecting retention is the brain drain. the hospital staff are 'hijacked' abroad where they work with double the pay.

I think that the HR functions in the health care sector of our country is very much ignored. I don't even see a well framed HR department itself in most hospitals. Hence I feel the functions you mentioned will be difficult.

Health Sector In India is now growing fast ,Now it is a prestige issue for Business House to enter in this field .Also Big Political Stalwart also coming forward ,as Profit area is large .But it is not guided by Uniformed code of conduct. Qualifed ,Experinced staff is going abroad or changing Jobs as per their Expertise .Till Health care Sector doesn't come forward for some guide line it is difficult I will say .
