Do not get into fake certificate business.
Explain to your new employer the problem being created by present employer.
Companies are expected to provide experience certificate on cessation of employment as modern HR practise.
Demonstrate to your new company your technical skill by showing a live example of knowledge since you are not being provided suitable experience letter.

Hi Sandeep, Have you joined the new company? Do you have email records of all your resignation & relieving communications?
false certificate amounts to forgery, so no.
you can show appointment letter, payslips until your resignation letter, discreet inquiry with your immediate boss, if your relation with him was cordial, increment / promotion letter that you may have received from your company and any other relevant document. But never, repeat never get into forgery.

I think submission of your appointment letter, posting/joining order, latest salary slip, and any other document to substantiate your continuance in employment will be good enough. However, in case you are having any Service agreement bond, then you have to take care for honoring the terms and conditions of the bond. Please remember you are not a bonded labour of your employer, you have full right to be released from the services of any company subject to fulfilling the terms and conditions of employment.
To the new company, I had submitted my offer letter confirmation letter last 3 months pay slip. ...but still they want experience letter...which my present company is not ready to give. ....and if I am not able to give them experience letter then they will hire new candidates. ...I'm very much tense now. ...I don't want to miss this appointment
