A unit can optimise its own HR strength by offloading some of its statutory services/welfare measures like canteen attendance maintenance, security and some times Pay roll processing, facilities like house keeping, maintenance etc. In some units medical needs also offloaded. Therefore the policy of the management will prevail in this respect.
