Dear Mr. Sandeep,
Instead of changing the system, you can claim credit of CENVAT against the excise duty payable on your final product. Please check the exact status in the situation with the complete facts of the case.
In case you wish to seek a proper legal / professional opinion on the same, our team of legal and taxation experts shall be pleased to help you.
Please feel free to connect,
Thanks,

Service tax is applicable based on annual bill AMOUNT but on the notified services.A LIST for ST applicabilty has been notified, you can check and download or write to me for list for ST purposes.Manpower supply as you explained above through a contractor is normal practice and if bill amount is going to be more than Rs.ten lacs a year, your company need to give a credit @ 14% and contractor is liable to file return compliance under his Service Tax number about the same.

If your company is registered under Companies Act, reverse charge apply.
Your company has to deposit 75% of 14% service tax and balance 25% by the service provider. They will claim the 25% of the 14% from you and deposit.

service tax calculates on bill amount. either you work as current practice or piece rate, your bill amount will be same. so ST will be same.
