Dear Junaid,
Sorry; I am not able to cull out from your post exactly what rules you want to know. HR Policy of any organisation irrespective of its constitution covers the clearly spelt-out rules regarding hiring, training,assessment, rewarding and termination of employment of its employees. In other words they are the terms of the contract of employment between the employer and the employee. Anyway they have to be in accordance with the provisions of the applicable Labour Laws as well as Public Policy.

Junad, what is your qualification in HR ? Where did you study ? What did you study ? If you had really studied your subject, you would not be asking these questions in a forum like this. HR Policies are general in nature and based out of various theories. These policies vary from organisation to organisation. Unless your organisation is itself quite new, once you join the HR Department, your seniors would have briefed on the existing policies and procedures. Therefore, I have a very strong doubt about the purpose of your posting here. If you want to start creating a new HR policy manual itself for a new start-up firm, again, you cannot simply pull out things from the manual and implement them. Whatever you want to implement, should first find acceptance from your bosses or the management. Every policy or procedure that you want to implement will have a monetary impact and consequently on the revenue budget. Therefore, just do your home work properly and come back to us and pose meaningful queries.
