Designing KPIs and KRAs is part of Performance Management System (PMS). Therefore, what about designing KRAs for other employees? Secondly, what is your designation? I ask this question because designing KRAs is the job of Manager of that System Administrator (SA) and not yours.
Designing KPIs and KRAs requires far more expertise. You need to study the system and process of each department and design the KPIs. You need to have "Policy on PMS". Further you need to train staff on implementation of policy on PMS. Have you done that?
