I am working with a Government organisation in kerala state, india on contract basis. my contract is for one year from april 2015 to march 2016. In my PF account (both PF and pension) i have a balance of around Rs.55,000. my contract expires only by march 2016. when i consulted my higher authority they told me that pf can be withdrawn only after the completion of contract period or after my resignation.
Is it possible for me to withdraw the balance in my PF account before my contact gets expired.

As per the PF rules one can only withdraw the amount in from of advance if service have been continued for atleast 7 years in an organisation. But it depends upon the condition for which u are applying or trying to withdraw. Else u cant withdraw unless the company provides form - 5 along with From 19 & 10-C.
As you are presently working and the PF is deducting from your present salary you can not withdraw the PF now. What your higher authority said is correct.
