why we have to inform the seniors when we are going out of an hrs in office time . Got the notice from hr to inform we we are going out of office in working hrs

Working hours is completely office time and we are expected to be available in office doing only office work.
In case we have to go out for any urgent personal work,it is essential to take permission of immediate senior.
This is part of work culture and cannot be violated.
To give a crude example,we hire a person to work for six hours and the person leaves your house for his personal work without telling you/taking permission,would you like it??
