I have a doubt. How is that the General Manager HR has a dotted reporting relationship to VP(HR) and direct reporting relationship to CEO.
Is it that the Organization is following an SBU model ?

Could you please help me understand the different HR Organization Structures that is present in the best IT companies ?

How the org structure will look will depend on a number of factors. The most important of these are (1) the size of the company and (2) the extent of decentralization of HR services.

The HR structure for a 50-person company will look very different to a multi-national of 50,000 employees. For large companies, current thinking is that HR services should be decentralized as far as possible. This is to reduce the expense of bureaucracy and to make the HR function more responsive to local needs. The other idea that lies behind this is the idea that “Every manager is a HR Manager”.

Is there any relation between QMS and HUMAN RESOURCE MANAGEMENT?

There is an intersect between Quality Management Systems and HR Management. The intersect is where employee empowerment and training are involved. More specifically, where employees are trained in various aspects of QMS and where employees are engaged in quality improvement teams and projects and employee responsibilities are redefined for working in self-managing teams.
