Dear all Please guide me if any employee’s working 10.5 days than he is applicable for earn leave. date of joining is 01.04.15 to 28.05.15

An employee will be eligible for earned leave for every 20 days of attendance / present in the company in a year. It will be credited to their account at the end of calender year or can be settled with full and final settlement.
In your case, that employee who have just worked for 10.5 days in a year will not be eligible for any leave.

Your query is little confusing and needs certain clarifications before answering. It is not clear :-
(a) the type of company, you are working for. Is it factory of a shop/commercial establishment ? In which state, it is located.?
(b) whether the timings from 10 AM to 5 PM has been fixed by the employer or you have opted for the same due to your convenience.
If you have opted the timings, you will be get a proportional cut in your salary but as regards the entitlement of earned leave is concerned it all depends on the type of establishment and the state of its location. In normal case, an employee will be entitled to ONE day's earned leave for twenty days work.
In terms of the explanation above, you need to ascertain where you stand and accordingly refers to the relevant state rules.
