What is the process for obtaining the CONTRACT LABOUR LICENSE for an MNC company, while appointing a reputed firm for construction of manufacturing project by the MNC company.

Hi !!
For obtaining CLR license following documents required ;
1.FORM IV -Application for Licence under [Rule 21(1)] in triplicate
2.Form V- Certificate by Principal Employer [See rule 21(2)]-Original
3.Work Order Copy
4.Annexure B- Information has to be submitted to the Licensing Officer Under the CLA.
5.Affidavit by Contractors on Rs100.00 stamp paper (Original) with work order copy.
6.License Fee
7.Security Deposit.

There is no difference between the licensing requirements for MNC vs Indian company and also no difference between Reputed and new / unknown company. In fact if you have a so called reputed firm, they know the requirements.
Also, the application is to be filed by the contractor and not the principal employer (MNC in your case). The principal employer needs only to give a form V.
However, also note that the application will be rejected if the principal employer is not registered under the act. So principal employer needs to fill in the relevant form under the act.
If this is a construction that is not inside premises that are already covered under factory license, then you also need to register under the BOCW act - building and other construction workers act. And you need to ensure that cess under the act is paid on time.

Got some information further on the above ;

REGISTRATION UNDER CONTRACT LABOUR ( REG. & ABO.) ACT,1970

PRINCIPAL EMPLOYER HAS TO REGISTER IN THE LABOUR DEPARTMENT FOR ENGAGING CONTRACT LABOUR IN THE ORGANISATION. THE PROCEDURE IS AS UNDER:

APPLICATION FOR REGISTRATION SHALL BE SUBMITTED IN DUPLICATE IN FORM- I IN THE CONCERN LABOUR DEPARTMENT IN YOUR JURISDICTION.

THE APPLICATION SHALL BE ACCOMPANIED BY A TREASURY RECEIPT SHOWING PAYMENT OF REGISTRATION FEE AS SPECIFIED BY THE CONCERN LABOUR DEPARTMENT IN THE STATES.

ON RECEIPT OF THE APPLICATION AN ACKNOWLEDGMENT SHALL BE ISSUED

CERTIFICATE OF REGISTRATION ISSUED SHALL BE IN FORM- II

The MNC Company has also obtained the Labour License as like Principal Employer will be considered as Principal Contractor.

CONTRACTOR HAS TO REGISTER IN THE LABOUR DEPARTMENT FOR ENGAGING CONTRACT LABOUR IN THE PRINCIPAL EMPLOYER’s ORGANISATION. THE PROCEDURE IS AS UNDER:

APPLICATION FORM No.IV SHALL BE SUBMITTED IN DUPLICATE ALONG WITH FORM No.V OBTAINED FROM THE PRINCIPAL EMPLOYER.

THE APPLICATION SHALL BE ACCOMPANIED BY A TREASURY RECEIPT SHOWING PAYMENT OF REGISTRATION FEE AS SPECIFIED BY THE CONCERN LABOUR DEPARTMENT IN THE STATES.

ON RECEIPT OF THE APPLICATION AN ACKNOWLEDGEMENT SHALL BE ISSUED

CERTIFICATE OF REGISTRATION ISSUED SHALL BE IN FORM No. – VI

NOTE : RULES OF THE REGISTRATION UNDER CONTRACT LABOUR ( REG. & ABO.) ACT,1970 DIFFER FROM STATE TO STATE. PLEASE SEE THE ACT.
