Myself prakash, There are many problems in our organisation. Some points mentioned previously. There is big issue & always due to this issue, HR always in problem. This issue is CANTEEN issue. If we inform to employee follow basic rules of company, then they will create problem in canteen area. This observed many times. There are 100 nos of contract labours and 20 company roll operator. In that only 2/3 employee from company roll creating canteen problems. Whenever they going for lunch, they will surely find insect, quality problem. This happens many times from them.
How to handle this canteen issue. If HR inform them smoothly, they not listen and try to going to MD cabin. How we can take action against this. please inform.

Ask people from top management to eat in canteen on frequent basis.
Inspect kitchen for clean environment,vessels and surroundings.
Get canteen staff checked and certified as Free From Infection(FFI)
If top management people check out the quality of food,things will improve.
Ask canteen to preserve food samples in small containers for 24 hours after every meal as safety in case of any food poisoning case.
Such problems can be solved by improved interaction with workers.Eating with them in same canteen will be a good way establish rapport.

Your query still lacks information. For example, have these employees been with the company for a long time and the others are new? Is the canteen very clean and are there no issues with cleanliness and is the food good? I have been to few canteens in India during my visits and have found that some were not clean and there were flies. I wonder whether you are trying fault with the "messengers"?
