Employee Engagement is a major HR intervention. You may include the engagement activities like celebrations, employee wellness programmes etc in the employee handbook without mentioning that it is engagement activity.

The inclusion of a paragraph on "Employee Engagement" is not required. HR is also responsible for building organisation culture, OD activities, employee welfare, career planning and so on. Will you include all this jargon in the Employee Handbook? Include all these activities but do not mention any of the jargon.
For example, let me give you examples from a different area. Parents groom their children. But do parents tell their children that what they are doing is a grooming activity?
