Dear Sharma HR,
It appears that you do not have proper Policy on Performance Appraisal (PA) well in place. When employees join the company, during induction itself they should be told that when their appraisal will take place.
Secondly, any policy, whether on PA or otherwise, is issued by MD. When the policies are signed MD, nobody dares to defy it.
Lastly, PA is OD intervention. Any OD intervention needs to have support from top management. Therefore, I recommend you first convincing MD of your company on importance of PA. Everything else is secondary.

Introduction of performance appraisal system is the prerogative of the Management. No need to seek employees' concurrence.

Dear Ms. Sharma,
Its good that you are planning to implement appraisal system on your company, simply roll out an email to head of departments with the attachment of appraisal forms highlighting that its mandate to get it filled with the subordinate inclusive of supervisors feedback.
Fix a dead line for the same and conduct one & one session with them all.
