Generally 40 to 60% portion is treated as basic salary (where there is no DA) and remaining amount is split in allowances. If your org is in Maharashtra & employs 50 or more workers minimum of 5% of basic should be paid as HRA. To avoid ESI deductions, You may have headung as Conveyance allowance, washing allowance and apportion the rest of amounts on them. For a set of employees doing similar work, quantum of theses allowances can be same, only basic will be different.

Can you please advice a new pay structure for Hospitality industry. Presently we are giving Salary + Performance incentive on every quarter. Now Management want to change the same.

Experts say that Basic salary of a employee approx 40% to 50% of the CTC, if it falls below 35%, the employee loses out on retirement benefits, which are linked to the basic salary but if it exceeds 50% of the ctc, it pushers up his / her tax liability because the basic salary is fully taxable.
