I currently am working in Central Govt. organisation let it be 'A'. Before i joined A in Oct 2013 as a Regular/Permanent employee, i had appeared for a written test for another Govt org 'B' (autonomous body).

After six months of working in A, i passed the written test and got interview call for B. So i informed my current and immediate boss and my Organisation A in written that i want to appear for the interview for org B so please give me permission and also mentioned that i had appeared for this before joining here in A. So, I waited for their response but they gave me no reply so i went ahead for the Interview for org B otherwise i would have missed the interview. Now the final results have been declared and i have qualified for a post in org B in 2015 and soon to get appointment letter from B.

So my question is that if I resign from A once i get appointment letter and join B then will A give me NOC letter as i have informed them about my interview.

Or will they create problem as they did not give me any reply!

Also, i would like to inform you that till date i have not got confirmation letter from my employer A and in appointment letter/order it was mentioned that the Probation period would be of 1 year and can be extended upto 1 year more.

It is also mentioned that either party can give one month notice or give one month salary in lieu of under probation period.

Normally Govt companies ask for application for NOC for appearing tests/interviews, and issue NOC mentioning that employee will be released after being selected. After being selected employee should give resignation with 3 months notice period or pay in lieu.
In your case it seems your company is not employee-friendly (as you stated that they didn't give reply). Probably some experts give legal perspective for getting released from your company, if they are stubborn enough not to accept your resignation and release you.

Thanks Gunde jee for your kind reply :-) My concern is what i can do if they do not release me? If i resign citing personal reasons in that case will the new organisation accept my work experience and service records such as leave, increments etc into consideration?
