As I have mentioned that mine is a small company, so i can't organize games/fun activities every week. This will not be allowed by the top management, because we have less employees and lots of work to be finished. Management isn't interested in Suggestion and feedback scheme, they think that it will give rise to chaos and politics.

I agree with you that your organization is small and management are not willing to spend any expenses on such activities. I have also faced such situation.

In such organizations, management is very much concerned about retention of employees. The original fact behind this is new employee will expect higher salary, will spend time to learn from new, then already working employees there. Apart from this parallel line of loyalty and trust also matters with already working employees.

Employees working in small organization will be very happy if you can initiate such activities/two minute games with frequency of twice or thrice in a year. You can do it on Saturday (if its a working day) also for 2 hours only. By giving small gifts for employees or their family will boost up the confidence level. The gifts can be economical and sometimes even certificate also enough to have a smile on employees face. It will also build a work bond between employees and will make them stress out.

Although, you know better your situation and of course your organization's management. I suggest you to try it. Final decision is with you of course.

I have a same issue facing at my office. we are a Team of 15 .
I keep my self busy in making some Aptitude Papers for new joinees as well as the co-workers, I work upon making various Ppt' s related to motivation, improving communication skills.
I sometimes keep reading about deep knowledge about Human Resource which increases my knowlege and communication skills as well.

I would like to learn new activities and new concepts of HR, but the problem is my director everyday wants to know that what i am doing or what have i done, on one particular day.And i don't think he will be ok with this thing that i am spending my office time in just learning, he will surely want me to display some real work for the company.
I don't go to him for asking work, because finding no HR work, he may assign some other work, of any other department, which I don't want to do. I strictly want to stick to HR only.
So far i have managed to find some work of the company everyday, to show/discuss that with my director.But i don't want the situation to be same always (that i have to arrange some work for my self, everyday).

Ppt's can include How to Improve Communication Skills, step by step,
Ppts for motivation you can create a story with pictures ,
Yes sometimes i do take Sessions on communication, I also organise games (indoor , as our office is not very large,)
I do face same issue as your director treats you, but atlast he is the boss.
aptitude test is some paper work or you could create a word file and send it to all your employees and ask them to finish it in 30 min or so, Aptitude should contain reasoning as well as quantitative apti etc.

You take this as a good opportunity to you. You might be engaged in job analysis and thereby preparation of job descriptions for different employees. The irony is that you didn't analyzed your profile and don't have a JD for your self. Analyze your profile honestly and prepare a JD for yourself. Your situation will get changed. If not then your profile is not of a HR Personnel, they have just labeled you as HR functionary.
