What the Job Description of this position? What is the input to his department? What output he provides? To whom he provides the output? How he provides the output? What kind of resources his department consumes? Who are the internal and external customers of his department?
You need to provide detailed information. Sans this information it is not possible to design the KRAs. By the way, why are you looking at this position in isolation? Workshop Manager is important position in showroom of a car dealer. Therefore, KRAs of this position should have been designed long ago. For what kind of costs this position is responsible?
Have you studied the systems and processes of each department and designed the KRAs? Have you identified the direct and indirect costs associated with each department? I recommend you instituting the comprehensive Performance Management System (PMS) for the entire organisation.
