The contents of this article are vague. It states a part of the "what" but not the "how".
For eg. one should ask an institute who is marketing a particular course for the names of ORGANIZATIONS who regularly hire their students and speak to those organizations and the students who are placed there. This way you will find out the actual validity of the course in the job market.
You can also check the credentials with the university through which it claims to be affiliated. And so on...
The other points mentioned have nothing to do with considering distance courses but are generic points which can be applied to any course.
