Dear Manogna,
If you are HOD of some department then you must have at least five years or even more years of service behind you. Therefore, person of your stature should have uploaded the draft of the letter and asked for correction from seniors rather than asking for out and out spoon feeding.
Possibly my upfront feedback you may not like nevertheless, it is for your improvement.
Secondly, when your were given additional responsibility, then the authority who did this is his/her job to issue the office circular and not yours. Approach your management to issue a circular mentioning clearly for what kind of work you will monitor and what is kept out of your purview.
Thanks,

In these days of Google, Internet, Pizza and 108, nobody wants to use their own God-given, inborn, native intelligence. Even for drafting two sentences, people turn to CiteHR. What a pathetic down-turn of knowledge and skill. How and when will people learn to sail on their own ! Pitiable state of affairs. My response may be blunt, but no harm in calling a " spade a spade "

I really want to say one thing Sir that I am not looking for any spoon feeding. I have not been sent these type of mails in my career, so I really confused in drafting it. Because, whenever i tried to do it, I was afraid that I may sound proud or arrogant in informing the others stating that I have been assigned another department. As others said it will be professional if the management sends this information to employees, but in my case I was asked by my management to inform all the employees about this change.

This is what I have drafted: Looking for advises on this...............
