There is not provision for CL/SL in Factory Act. Under Factory act there is only one type of Leave and in general term that is called PL or EL (Paid Leave or Earned Leave)
Yes, there is the provision for SL/CL separately under the Shop & Commercial Establishment Act. and these are 7-7 each as per section 4 of S&CE act 1958.

There is no provision in the Factories Act for CL and SL.
There is provision for Leave with wages - Earned leave only.
The CL and SL will be allowed by the individual companies according to their company rules I.E. 6CL/12CL and 6 SL/12CL. in a year in addition to EL. It is at the discretion of the company. No binding.

We do not find any provision in Factories Act, 1948 regarding CL & SL. Factories Act only provide provisions relating to grant of Earned Leaves. On other leaves are allowed under this Act. State Govt. have enacted their own State Industrial Establishments ( Casual & Sick Leaves and National & Festival Holidays) Act relating to grant of CL/SL and national & festival holidays. If no Act is there then the management is following their own Rules on grant of these types of leaves.
