I'm looking to recruit for some positions that are reasonably challenging.
Challenges being higher experience but not very good pay,
Limited resources to hire from. so on and so forth.

Adithi, I see that you have limited resource to search from. If your resource can search profiles of tier II or III cities, you will get a lot of profiles where candidates are working for long years with long experience with low payout. You can speak and gauge their experience level before taking a decision. From India, Mumbai
