Watchmen comes unskilled category ,but trained security guard who have completed training as per PSAR-2005 guideline comes under Skilled category (please refer State Minimum wage notification of State of Rajasthan)
A trained person can not be treated as unskilled category.

PSAR Act 2005 defines all about security guards business conducted by agencies.Hiring of security guards in the name of watchman to escape defined wages under security is not correct.State defines their own rules and schemes in line with Psar Act.The welfare and employment norms therefore decided by States. Shedule of employments under min wages act by each individual state may or may not reflect security guards as employment but it will have reference to PSAR act.Watchman is unskilled if there is no reference or relation to commercial activity in respect of security services.
