One of my friends join in a Govt. Aided school as a Bed Teacher on Govt. Aided Post. The management take signature on many joining formalities include with one BLANK PAPER by saying
"it will be printed a application and now Letter language format not available, we take format from Education department Chandigarh and then print where and submitted to head office of Aided Branch Chandigarh So you may signed on blank paper because Chandigarh Long away from here why make extra travel of staff for single signature and copy of same should be given to you of that format"
After it there is no issue found but when my friends ask about photocopy of same the management refused by saying" We submit to Education Department without having copy of that application"
By Management Representative attitude it is clear that the SIGNED BLANK PAPER not submitted any where with any application. The management carrying signed blank paper.
If my friends make a complaint to police it can be harmful for my friends because He is on probation for a period two years.
STEP TAKEN BY MY FRIENDS
My friends write a letter to management about this the management refused to accept this letter and start mentally torches on very small thing.
After feel sorry by my friends to the management than they make normal behave with my friends.

2. Make a press note in national news paper with lost of these paper with any other documents photocopy

Now there seems no fruitful solution. You (rather your friend) has already kept his neck under the arm of your management.
The only solution is try to become guddie-guddie with your management in order to avoid any further/future hurdles.

As Mr. Nair has rightly said get in the good books of the management, as your friend has already committed mistake. Try to build confidence of the top management and tactfully get the photocopy of the format typed on the blank paper your friend signed.

Your predicament is very sensitive now. Having just joined now it's very difficult for you to take a stern stand with your co. However I could understand your anxiety. All I can surmise is that you have a genuine doubt as to whether or not the blank paper with your signature on it was really used for bonafide official use which is not detrimental to your interest. I can only suggest in the circumstances explained, Why don't you verify and confirm from the said Education Dept. whether such letter has been filed with them, and if so, what are the contents written/or printed on it. Don't mistake me, I doubt very much their claims. I may sound as a pessimist or doubting Thomas but I can't help. Why because, I hardly could imagine any such a letter would be legally required at all by the Education Dept., unless such a letter (with tailor made contents to support, to solve their official compulsions) is insisted by the Edu.Dept. for some unknown reasons. This I'm raising because I was the Secretary cum Correspondent of 13 govt. aided schools managed by our co.for over 7 yrs. I don't think verifying with the Edu.Dept. is such a difficult one. Secondly, you also can discuss with your seniors and seek their help and advice in the matter. I have no doubt they will definitely help you to solve your problem.

The steps you are thinking of are extreme actions which you should exercise with caution because these are involving moral turpitude infringing the reputation of the institution in which you are working. They may not take you kindly. And the Press, they have their own priorities as this is not such a sensational news to take it to print.
The police complaint quoting "lost in transit" only may serve you with little result, which action may backfire on you as the police will shot a question "how did you left a blank signed paper in a such a careless manner". Moreover they cannot take any investigative steps as the signed blank paper was handed over at your school.
Think twice or thrice or more before taking any of the proposed steps.

I also second Mr. Kumar, until you are not aware whether the Blank Paper signed by you is utilized for a genuine reason i.e. Joining formalities or will be utilized for any reason affecting you, it is early to take any drastic step to complain to Police Station or Print Media.

You mention that the mental torture has already begun.
Given what you mentioned, Kumar S would be right--that the Signed Blank Paper would IN ALL PROBABILITY be used to cover their tracks IF you or other employees who too would have given such signed blank papers turn the heat on the management, for whatever reason(s). Quite often, it would be related to Salaries--given the fact that salaries in Govt Aided Schools are delayed or sometimes lesser than agreed upon.
And when the intent from their end is clear, you will only be fooling yourself that you can fight them out by going to the Police or the Press.
Like RK Nair suggested, the Best way--in the given scenario--is to just lie low & work....UNTIL the Probation of 2 yrs is completed.
Even then, I would suggest that you quit with amicable terms--and you can then think of the steps you intend now on the way to handle the Signed Blank Paper.
In a single line, it takes not just a lot of guts to fight any establishment.....but much more. You already have many examples closure to you....like Ashok Khemka, etc.
