This is illogical on the part of company. I do not want to get into the technicalities on whether bond is valid or not, as it depends on cost incurred by company on you and other factors.
What sounds bizarre is, company asking you to pay money and also serve 3 months. The clause should be either bond amount or 3 months notice. Company can demand only any one of this (I am saying this, as I don't know how much company has spent on your training or on-site assignments). To my knowledge, there can be no notice period clause during the service agreement period.
As a boarder has mentioned, an agreement should offer remedy to both parties in case of default by either of them. One sided agreements are illegal.

Dear Sivaramakrishnan,
Company had not given me any paid training though, HR keeps on telling me that the these are the company policies and we have to follow etc and even they are not clearing my 2 months of salary and they are telling me that they will clear the remaining salary in FNF. And I came to know from other ex employees that they take too much of time to clear FNF too. I am facing bizarre conditions at my work place. Please tell me is there any way that I can handle the condition. Even I am facing financial issues in family.

No company can insist its employee to pay bond amount and also serve notice period. You take up the new job with MNC. MNCs conduct back ground verification. Your current company may not give good feedback to this MNC and might even mark you as absconder. Then it would be a problem with new employer too. Hence, you inform the new employer about the situation beforehand

yes still i am in notice period my notice period end on 25 th augest
But they said u paid only 10000/- and i am saying my regional head don't give my salary on this month u take the all
Sir said we r not given salary this month because you r giving the resign on uae system
So my attendance will not showing system so how get may salary
and i m not able to give 10000/- cash
so what can i do now
