Dear Asha Xavier,
I am totally agree with your idea. As a HR person we must have this ability to identify employees nature and character when they are talking with us. Also as a HR person we have to hear what people says? Then we will take decision on what we will think that is official. Be sure, that for non official speech we should hear and keep it confidential.
HR have to make employees to obey HR person and other employees inside the organization. How we can implement it? We can use policy power and can share procedures, handbook and make them understand.

Dear Dinesh,
First of all you must have the confident to work as HR Manager. Once you are in this field, you have to infuse a feeling in you that you are agent of policy, role and regulation and you have to conduct accordingly.
Secondly, you must be close enough to employee - not that much close so that they feel quite friendly and never obey to the role and regulation. This is you that show the way how is the role practicing on that company. If you show your self i am sure others will go accordingly.
Thirdly, you must have the authority of senior management to implement the policy into that company. If you have, then you have to conduct as role of that company wants to be.

Dear Dinesh,
well, in such situation you can take help of senior management team/company owner. After that, again i emphasize that this is you that show how to practice policy in this company.
Secondly, you can discuss with their supervisors to help you in implementation of the policy. On the other hand, you can make an employee hand book where you can share a portion of policy with the employee and supervisors.

How to behave depends entirely on the individual and on circumstances

1. You can't always be tough neither can you be easy all the time.

2. Actions must be well thought off and you must mostly stand by it

3. Never deviate from policies and rules even if everybody gangs up against you- in the end they will know that you were right as far as policies and rules are concerned.

How to behave with a certain group or in a certain company will depend entirely on experience and experiments. With people you are always learning. Almost all the suggestions mentioned in this thread are excellent and worth practicing, However what you pick up and what you leave will depend on the people and circumstances that you find yourself with and in.

I want you to visualize two situations and decide on how you want to go forward.

1. Visualize a child being force fed by its mother. The mother coaxing the child the child shouting its lungs out, the mother trying to whisper words of encouragement force the child to accept the food. Finally if the child still doesn't come around the mother even slaps the child forcing it to gulp the food down though the child may still be protesting.

2. Imagine having your arm around everyone's shoulder even while keeping an arms length- I know it is tough practically, but this is what you have to practice practically in HR.

All the best.
