what I understand from your role is that you are designing a skill matrix with competancy mapping of your employees, in which you study their Key deliverales and make a deployement structure.
For this, you have to make a KRA sheet which has SOP for that specific job role defined. E.g You know what are the Key deliverables for a recruiter, then you make a document how the key deliverables are to be acheived. You mention exactly what is the job role and how to get it done. Its also can be a Standard Operating Procedure (SOP) for a specific job role.
