1. Gate pass using by the secuity as reccomendation of Time Office Head.
2. Labour provide as request by the concerned hod/section head.
3. Few labours are fixed and 50 % are variable depend on demand.

The actions you are taking can very well be used against you by workers who claim permanency on grounds of the contract being a sham.
Your compliance monitoring should not result in a bigger risk of the contract workers claiming permanency.
