Hi
Ignou is also a good place but u got to see the tenure. If its for 4 to 5 years, there are chances for you to drop it but if its short term, you can finished it off. Working people will always have many hindrance, so make a choice based on tenure. with respect to topics, decide the institution first then you can choose any topic which is emerging in HR, we talk about change agent, Gen X & Y and so many.
There is a methodology for a research, which will be given to you by your tutor/guide.

It all depends on your industry of interest....
Being specific, here are some good topics:
1.A study on concerns and problems faced by women employees in Outsourcing industry-such a study can cover organisational issues, women safety and organisational laibilities, etc.
2. A study on the role of networks in career progression in MNC companies,in India
3. A study on role of non monetary incentives in motivating middle level management
4.A study on role of knowledge managment as change methodology in organizations
