Hi experts Does the ALC has the jurisdiction on PF matters. If so, can he give directions on the matter. In such case what is the role of RPFC.

Can you please indicate what is meant by "ALC" . If it is 'Assistant Labour Commissioner", then I presume that he may be an officer of the State Govt. RPFC, as you have indicated, perhaps means" Regional Provident Fund Commissioner" , who is an officer from an organization under Central Government (EPFO).
In my opinion, ALC has no jurisdiction on matters pertaining to EPF & Misc. Provisions Act.

Unless full details are given it is difficult to give any opinion. If any unfair labour practice is reported to the ALC, and if it is within his jurisdiction, the ALC can inquire into the matter and give such directions as may be in consonance with law. Suppose, in an establishment employing persons, the establishment is not providing them the benefits of EPF and a complaint in this regard is made to the ALC, will he not inquire into it and make recommendations as per law? It all depends on the circumstances. Hence details are required to give views.

So far I understand non-compliance of provisions of Employees' Provident Fund & Misc. Provisions Act,1952 is not included in THE FIFTH SCHEDULE of the Industrial Disputes Act, 1948 as "Unfair Labour Practices".
In the circumstances as mentioned in above remarks, ALC can simply forward the grievance/complaint regarding non-compliance of any of the provisions of said Act to EPFO/RPFC. In my opinion, ALC cannot investigate the matter and even if investigated, the other department is not bound to take any action on any of recommendations of ALC. To watch compliance and coverage under any of the Acts/Rules/ Regulations is within the jurisdiction of such authority as created exclusively in the said enactments.
However, as rightly stated, if there is any such case, the details should have been furnished by the member so that other members are in a position to offer their views concerning the issues involved only.

However, the ALC (Labour Inspectors also) if an officer of the State/Central Govt. can inspect any establishment covered within the state/jurisdiction and look for any violations in labour practices and compliance by the employer under the applicable Act/Rules. To get this confirmed pl.refer to the applicable State/Central Acts/rules as the queriest has not provided relevant details.

Your question is incomplete. However, I would like to clarify that ALC is a State Officer and has no jurisdiction over RPFC, since it is Central Government Organisation. During any inspection or on specific complaints regarding not extending PF facilities by any employer, ALC can draw the attention of the RPFC, by addressing a letter, as a good samaritan.It is rarest of rare case.RPFC and its jurisdictional Officers are the sole authorities for implementation of the PF scheme, where ever applicable.

The ALC has no jurisdiction on EPF matter but he is competent authority for matters relating to Minimum wages payment of bonus and conciliation officer for disputes between management and workers falls under ID Act. Apart from these he also Registering and issuance of Labour license authority under Contract Labour regulation and abolition act.
