My Friend is Working in a MNC Company as a Agency Employee around 3.5 years Experience in HR Team.... He didnt get any opportunity in any company for his experience... reason is he worked under agency... How to develop his Career... pls share any ideas...

these days organizations look people from organizations to organizations only not from agencies to organizations, but this is also false, IT companies hire people from the agencies and then they shift their roles to company's permanent or temporary. It works out mostly in IT, finance gaints, etc, and in certain cases not all the staff are converted to permanant roles.
in your friend's case ask him to apply for Facility management / Property management / Real Estate / construction organizations here also there are MNC organizations, in the said industry they take HR from service industry, recruitment agencies who has worked as a recruitment executive, etc ask him to submit his profile to those industries, now this industry is also growing big.

This is in addition to what Gantti has said. I have some basic question. This forum is for the HR professionals and advice is also given by the senior HR professionals or HR-related professionals. Your friend is also from HR. But then why is he shy in writing about himself? Is it that difficult to write the post to seek advice from the seniors?

Under UAE Labour Law an agency staff member is a full employee. This is something which I am seeking to resolve now with my ex employer for non payments.
ARTICLE 18 para 2 (UAE LABOUR LAW)
THE PERSONS SUPPLIED BY A RECRUITMENT AGENT OR A LABOUR SUPPLIER SHALL, IMMEDIATELY UPON JOINING THE SERVICE OF AN EMPLOYER, BE CONSIDERED EMPLOYEES OF THAT EMPLOYER AND SHALL BE ENTITLED TO ALL THE RIGHTS ENJOYED BY THE EMPLOYEES OF THE ESTABLISHMENT IN WHICH THEY ARE EMPLOYED.
THE RELATIONS BETWEEN SUCH EMPLOYEES AND THE EMPLOYER SHALL BE DIRECT AND WITHOUT ANY INTERFERENCE FROM THE LABOUR AGENT WHOSE TASK AND RELATION WITH THEM SHALL CEASE TO EXIST AS SOON AS THEY ARE INTRODUCED TO AND EMPLOYED BY THE EMPLOYER.
