We as a company recruiting HR so what questions should be ask to HR in interview, what will be roles & responsibilities of HR? and payscale? We would like to recruit 3-5 years experience HR.

You can ask the following questions
Questions regarding Statuary compliance's and labour laws
Whether confident in the online process of uploading the Pf and ESIc challans
Also observe his drafting capability because it is very important in HR.
Ask him to Draft a show cause/charge sheet relating to daily common issues such as Late coming / absentism.
Give him a situation and ask him how he would handle the situation as a HR
Ask him if a lady employee is harassed what are the legal/ statutary committee which is to be formed as percourt orde.
Ask him about details of benefit of ESIC. Suppose a person has not gone to ESIC hospital but has done his treatment out side How can his claim be reimbursed from ESIC.
Ask him the forms required Factory Return and Renewal of Factory Licenses.
