You know it Diwali in one of the imp festival celebrated in India, mostly in all religions and caste.
As a employer its a best time to give gifts as its a festive season for all, Employees have these expectation from Employer/ HR.
Also as a part of Employee engagement and Satisfaction this is considered very Imp.

It is not mandatory to give any Diwali/New Year Gift to any one. These Diwali/New Year Gifts are given only to motivate the employees and conveying to the employees that the organisation is taking care of the employees. It will help the organisation to keep the employees' morale high.
Already the companies are paying the Bonus / Ex-gratia to all the employees. But if you give the sweet / dry fruit, which costs for Rs.500/- will enhance the motivational level. If your Budget is in higher level then you can offer some other valuable items (Household items / consumer durables) then it will be an advertisement for your company, which done by the family members of the employees.
