Dear Rajesh,
If I understand correctly your attendance policy dictates that WO can not be taken between two absents and if one is absent on either side of a WO he will be marked abset fort that WO too.
If so please find attached an excel sheet with a macro that will tabulate the same for you.
all you need to do is enter the data in the format and click on the button on the top left corner.

Rajesh, you can do this in excel however it is difficult to manage these things in Excel for a long period of time. The other challenge is that Excel data is not transparent to the employee so you'd keep getting lot of queries regarding the leave deduction.
You should take a look at some automated leave and attendance management system which can be extended with ESS so your manual work is reduced and the process is also transparent.
Our company and many others provide such solutions. I'll be happy to provide more details on this if you wish.

Rajesh I agree with the above statement. The rules will get more and more complex as time goes by. Better to get an ESS system in place .
