Employees Of 60 Yrs Age

An Employee with a contractor who is 60 years of age, and has been a PF member since more that ten years. He now needs to withdraw his PF amount for the marriage of his offspring. Can he do so? If so, what are the conditions, formalities and the documentation required therein.
