I need your help to know about Pasara License.I am working with an IT company. One of our vendors has to obtain Pasara Lincense which they have not yet obtain. I want to know what is exactly Pasara License? the procedure to obtain it.

Dear Prashant ji,
There is a correction to your answer. Exemption and PASARA licence are two different things.
PASARA licence is granted under the Private Security Agencies (Regulation) Act 2005. This is a Central Act which is enacted to provide for regulation of private security agencies. This licence granted by Police Authorities at district level (for one district or for five districts) or at state level.
Whereas, exemption is granted under Section 23 of Maharashtra Private Security Guard (Regulation of employment & welfare) Act 1981. It is a permission to employ guards thr' private agency. This section provides for registration with Security Guard Board.
In Maharashtra, PASARA licence as well exemption both are mandatory. Object of both the enactments is same and provisions under both the enactments are mandatory.

Hi,
Mr. Keshav You are absolutly correct.However having dealt with the complete process of PASARA and Exemptions under section 23,I have the opinion that -
Pasara Act - Being the central Act - it emphasis on more of scrutinizing the agency and its employees for Safety against antisocial/antinational elements entering into this business as a agenda of national security ,While Maharashtra Private Security Guard (Regulation of employment & welfare) Act 1981 emphasis more on Fulfilment of welfare related to security guards.
Further to add my personal view-
Also it is viewed as revenue generating tool to govt.Neverthless Both acts are mandatory to be abided.However over the years I beng in this industry find that obligations stated in these acts for principal employers is not being understood properly and business objectives are held on priority than security.

Dear Bijay ji,
Thank you very much for distinguishing both the enactments correctly.
Alike many enactments, PASARA is also not being implemented in full swing. This enactment of 2005 is not known to many till time. The incident which took place at Mannat, in which SG was killed, that time this enactment came in light first time in late 2006, to my knowledge.

Coming back to the subject,I have always wondered that inspite of having such good provisions of legislations for the welfare of private security guards,Security business in my view has not gained much of dignity and respect.What is your opinion?

However I need DA notification issued by Pune District Security Guard Board.
Also would like to Know that whether Sangli District has the Guard Board or Not?If it does may I Have it latest rate structure if any.
