Dear Mr K Jayababu,
I am sorry but both your questions are puzzling and what I can make out is as under:
(a) A Govt servant who is drawing pension and working in a private company drawing Rs. 30,000/- salary per month is he eligible for PF deduction? If this is how you are trying to ask then it depends upon the private company as to what category of employment is being given to him. I have a friend who has joined a private company after serving Govt service for 30 years and now drawing Rs. 30,000/- salary per month. He has been employed as a retainer which means 'On Contract'. He is not considered for deduction for any funds as such but is given lump sum amount and asked to take whatever course he wish to. Some companies have other facilities and extend all the facilities those are being extended to other employees provided the retired Govt servant is below 58 years of age.

Since the first person. is retired from govt service he was never been a member of EPF .If his salary is now above Rs 6500/pm he need not be covered under EPF.
Second person is also an excluded employee and need not be coverd.

Hope that you have not understood what seniors have advised, it clearly states that if the Govt. Employee who is retired and is drawing pension, is not eligible for PF contribution at all. In a nutshell they are not covered under PF
Hope you understood now
