Dear Friend,
One cannot suggest you (here) how to setup HRD.
Still, read all the applicable laws on your organization & comply the same on priority.
2:- Documentation of all employees.
3:- Forms/Registers to be maintained as per Factory (Or which ever applicable).
3:- All regulatory/Statutory complied.
4:- HR policies.
5:- Time & Attendance management (Physical & electronic).
HRD is wide & versatile. These (Above mentioned) are just basic idea.

You can also look for the HR Software which will help you streamline all the HR process. Because it will not make the process human driven but it will make it a system drive.
I am also using Empxtrack Hr tool. You can also try for the same.
