Dear Narasimhaa,
As per your query, first you should write the letter to your organisation regarding your Gratuity Payment and Leave encashment and mark the CC to your local Labour Commissioner.
If they are not respond within 30 days, you can directly approach to the Labour Commissioner regarding the Gratuity payment with proper document proofs. They will issue the notice to your employer and resolve the issue.

I appreciate the HR dept of that company. They have done the right thing by holding your F & F Settlement including your Gratuity. After working for more than 6 years in a company you did not bother to inform the company properly about your resign. If a person worked 6 yrs he must be an integral part of the company still such a manner you left. This should be a lesson for you and your Gratuity as fees for the same. KUDOS HR dept
