It's unlikely that any organisation would readily share a list created by them so openly. Why do you need such a list?
There may be some list companies who sell such lists - but often their lists are outdated.

You may become a member of the Bangalore chapters of both NIPM and HRD Network and you will automatically get access to the members list. And in case you attend their meetings, you will also get to know them socially, since all HR people are known to be social and good at networking. Both HRD network and NIPM have websites for you to get the details.

This is quite intriguing - so NIPM and HRD Network will provide its members a list of HR professionals in the city - doesn't it open the list up to spam and abuse?
Lets assume that abuse is somehow contained - how do HR professionals use this list? Perhaps if feasible we can provide such a list.

Once you become a member, you can log into their website and get the members list from their web portal. In fact even before the internet days, in the late 80's the NIPM Bangalore chapter used to give the cyclostyled members list with address and telephone numbers for Rs.10, when they were functioning from their infantry road office. Don't know whether they are still there or have they changed their office.
The members list is only accessible to members. And smart members in NIPM do not give their email id's. They just give their names and company name. Not even their phone numbers. Some guys go one step further. They do not reveal their company name, but give their residential address where they can get printed material and not soft copies. Not sure about how HRD network members list their names.

Hmmm... so basically the list wouldn't be much use. And it seems such a list would only be useful for HR companies or consultancies who are promoting some service or product - but I guess the direct contact events run by the chapters are much more useful and effective. Thanks for the clarification.
