Please let me know how to make a salary structure for employees offered consolidated salary and there is no PF and ESI. Also let me know reg the TDS deduction on this salary

If you can tell the approximate salary then you might get some advices accordingly. As you are telling there is no ESI & PF then I dont think so as Salary Structure is required.
TDS is applicable only if the employee gross earnings are above 2Lakh per annum. If below 2 Lakh then there is no TDS applicability too.

Thank-u, But please clarify if TDS can be deducted on the consolidated salary . For ex if any employee paid above 15000 as consolidated salary how the TDS has to be deducted . Is a salary structure must with only Basic, HRA, TA, Telephone allowance or if anything else can be included in the structure. Please let me know very clearly it will be very helpful to me.

For consolidated salary of 15000 there is no need of TDS. If annual salary exceeds only 2,00,000 then TDS is applicable. Else no need of TDS.
Salary structure will have
Basic,
HRA
Conveyance Allowance
Medical Allowance
Special Allowance
no Telephone allowance in structure. If it is used purely for office purpose then the same shall be paid directly to telephone service provider instead paying to employee
