Dear Sir, Kindly assist me on the issue that Is it legal to call the single candidate for interview just because other candidates not qualified the written examination.

Recruitment is company's internal matter and there is no "law" as such on how to handle it. Every company has its own way of designing recruitment process.
Written test was part of your recruitment process. Now if only one candidates gets through it then you may call additional candidates for written test.
Yes the single candidate who qualified written test may qualify in the personal interview as well. But then there lies the risk. Who knows may you get better candidate than the one you have. Therefore, it is your call whether to settle with just single candidate or to call more.
In some companies they have fixed the ratios i.e. for every post there should be 3-4 candidates for personal interview. Further ratio for written test you decide on your own. However, what needs to be done in your case is designing permanent policy to avoid confusion.

Is it Public Sector company or in Private sector ???
In Pvt sector, there is no compulsion to be fair or "appear to be fair" !!
So, one can go ahead even with one candidate who has 'passed' the written exam - it is another matter if the written exam had been designed with high difficulty level and the answers/hints have been provided to the only successful candidate.
These are exactly the kind of charges - of favouritism, or foul-play - that are sought to be prevented in a PSU; and there would have been a re-examination.
However, if you are in private sector; you also have the liberty to relax the passing standards in the written exam, so that you can call in more candidates.
This is the established practice; and is done even during Campus placement. Discuss with your seniors and take their approval before you proceed.

1- check at your level about ur organization (Govt or Private), for govt organization ivw is compulsory as the candiate has qualified the written evaluation. where as some organization maintains the ratio against no of vacancy i.e. 1 :3 or 2:6
2- you can also make adjustment in cut-off mark set by you in written evaluation (if u wish)
3- Check ur reference & links for additional candidates

You may like to review why you got a single candidate for a position in India! (unless your specifications are super-speciality - in which case, you should headhunt or invite someone..)
Its probable that you are fishing in a wrong pond. :-)

Yes, I agree with Dinesh. Every Compnay has its own policy matter wherein written test is a part of recruitment process. In Govt. Sector, it is illegal to call a single candidate for Interview. In case, there is a written test conducted for the said post and only a single candidate qualified, he/she has the full right for the selection of the post. Now a days there is a policy for recruitment. Against one posts number of candidates apply and organisation constitute scrutinizing committees for the scruitanising the applications and shortlisting the candidates as per their eligibility and only deserving candidates are called for interview in the 3:1 ratio of candidates. In this way, the organisation gets the best creamy candidates.
