Dear Menaka,
First and foremost about your dream. Why you want to become just Head HR and not CEO? This is the typical problem of HR professionals that they never dream to acquire No 1 position and you are not exception.
Now coming to your dream of getting to the No 2 position. Who told you that course on HR Journalism will ease your elevation you to that position? I doubt it.
To become HR Head, you need to work in a company where systems and processes are well defined. You need to work in a company where HR is headed by some VP and not any other level.
The major problem of HR is that they lack analytical skills. I recommend you developing that. These skills will facilitate your dream more than anything else.
