Designing tests is a process that can be intensive with having to do reliability and validity testing. You need a background in tests and measurement and statistical analysis.
Perhaps you are looking at designing activities across grades or levels of employees that would measure a specific competency.
My suggestion is that determine the behavioral indicators of each competency you wish to evaluate. You would expect to see less developed indicators at lower grade levels and more robust or more in depth demonstration of skilled behavior at higher levels.
