Whilst getting business through references is good you should not rely on this as the only source.
There are lots of other methods for getting new business, such as:
1) Introduce yourself and your service by letter and or email
2) Cold call on potential clients
3) Be innovative so that you get noticed. For example, we often deliver our marketing material by hand, accompanied by a bar of chocolate with a covering note saying, " We know you are busy, but you do take a tea/coffee break. Please take a moment to read our brochure while you have your break and enjoy the chocolate while doing so. I will contact you in the next two days to arrange a short meeting to discuss if we can assist you in any way".
4) Get testimonials from existing clients to show potential clients.
5) Network, Network and Network

Existing Clients/ Customers/ Walk-in members that you've known so far are your available references as to my point of view. How can anyone start a new business without knowledge & deliberation. Communicate with them regularly to learn about their social networks for future referral possibilities. A business can only flourish on regular meet-ups (should also know whom you are scheduled to meet).

Use your Local Resources, trade pubications and Chamber of Commerce reports to gain knowledge of the clients data. Media is another way to understand the local business, sometimes you evn come along with such people featuring relevancy to your business. Keep your Business Card ready whenevr you approach anyone. Once you start getting Clients, you may try adding to your specific clients' range for getting potential business developed.

Social Networks have become precedence to get much closer in terms of Professional & Business Networking.

Facebook, Linked-In, Blogspots, Member groups are growing vast in support of today's lifestyle.

In a faster pace, I've seen new businesses also does Vide-conferencing to aviod loss of time, presentations online for comfortable networking in order to connect clients and other groups successively.

You wont be able to get them done all at a time, you excel stage by stage; therefor dont go by others -- Lead your trip.
